What does this card mean? Does it mean a 5% chance of receiving a card on accomplishments?

Yes, it means you will recieve 5% more cards than if you didn't use it. 5% isn't much of a bump really. So over a period of time when you would recieve 100 reward cards, you now would recieve 105.

Thanks, so it just means more cards not better cards right?

Correct. The help menu just says it will increase the card reward rate, nothing about quality. It's kind of a toss up for me....I've used a +12% card rate coach and +5% cheerleader, and while I did get a bunch of cards, most of them were worthless. I stick with POW+ because it's more fun and it yields me more points, which turn into more cards anyway.

Let's not discount the card combining. If you're able to level up a card+ coach card, you could end up with 10% more cards each game, and still have the cheerleader for +5 POW. That would be about one extra card combination each game. Honestly, 90% of my good cards come from combining.
