Kooii Doll bug in Woody-Wordy Village

My char is a mage and brought the kooii doll to Noii in exchange for staff. Instead, she gave me either sword or bow, not staff. I have exchanged at least 10 dolls to her with same result.

I think this is a bug, please fix

I have also seen this same issue. Six turn ins of the doll for me, and a practice sword every time.
