Strange Hat

Just wondering what it is and where do I take it... It is an item (non-equip able) and looks like a hat for a witch. Fungus king dropped it.

If it is rare, then it might be a quest item since is un-equip-able. If it is common, then it is most probably an etc which is mean for NPC.
