IPAD Version will not start

I was using the Free iPhone Version on my IPAD and everything worked fine. I uninstalled the iPhone version and bought the IPAD version. It takes about 30 minutes for the Home Battle 3D User Agreement to display and then it freezes. I have uninstalled and reinstalled several times. I still get the same result. I have turned the IPAD off and on several times and still get the same result. Help?

In this case, please reboot your iPad. If it is not still working, we recommend this way.
Setting (on your device) > General > International > Regional format. Then, please change your region and play the application with turning off Wifi.

I followed your suggestions, but still is not working. I have reloaded the free version and it works fine. Any other ideas?
