where are the people u get skill books from and what level do you have to be

You start getting the skill books when your a level 43 and up.
There's a skill book for every class
Knight: Garden
Templar: Lower Renia
Magician: Toria
Thief: House near locknus sanctum. Where all aren villagers are

as for extra skill books they are random drops
